Head of the Zefra Association (Bongo)
The situation is fluid. Just a couple of months ago, Zefra elected a new President. In the meantime a UN-backed coalition is moving into the area to deal with instability in Zefra. The new Zefran President needs the help of the ZA (Zefra Association), whether the President realizes it or not.
As one of the most respected and feared leaders of the Bongo community, you feel it is your duty to the Bongo tribes to defend them in any way you can. The attempted illegal rebellion of Truscans against the lawfully elected administration in Zefra needs to be controlled in the interest of public safety. Women have been raped, stores looted, and innocent civilians injured or killed by rebelling Truscans. This must stop!
Law enforcement authorities in Zefra need every assistance to keep the violence from getting out of hand. Already the developing tourist industry in Zefra is failing as international visitors are finding safer beaches elsewhere in the South Pacific. Our economy is on the brink of collapse... and all because a few malcontents (the Truscans) are violently protesting the legimate administration... the freely elected administration.
Zefra is fortunate to have a very good relationship with the current regime in Beijing. Zefra has been, directly or indirectly, the beneficiary of Chinese technology. The ZA may be able to exploit some of this technology: putting some of the nuclear waste together with a tactical ballistic missile makes a very potent dirty bomb -- even if the ZA does not actually have a "dirty bomb", making its existance plausible will make you a feared and respected leader! So the ZA may wish to fabricate evidence to support rumors of such a bomb.
Another rumor you might want to support is that Truscans have a dirty bomb... and are prepared to use it. This rumor would be particularly plausible if components could be found on Truscans, or if a small dirty bomb were set off in a Bongo community... surely any attack on Bongos will be attributed to Truscans, and probably to the Peoples Liberation Armed Militia.
Objectives
Ensure that Bongos come out on top... all the time... everywhere!
Ensure that Truscans are kept in their place... those who survive.
Have Zefra return to the situation before the foreign interventions (Bongos very much in charge!)
Ensure that fellow Bongos, and especially old-time cronies, benefit financially wherever possible. And ensure that those devious Truscans gain nothing!
Support "plausible deniability" for the President of Zefra in any covert action the ZA needs to take.
Criteria for Decision Making
Choose what is best for the Bongos of Zefra.
Choose measures that will place the Truscans of Zefra in a bad light.
Choose options where negative media coverage will be avoided for the President and administration of Zefra.
Find means to discredit Truscan leaders. Use whatever evidence that can be found or manufactured to put these criminals away for good!
When there are opportunities, take measures to embarass the UN-led coalition forces and encourage them to leave Zefra and allow the elected leaders to govern.
